Passive skills being allocated even though there are no points available

I was able to allocate 4 points with no points available in the UI.
May be related to the jewel socket, it happened after I allocated it.

I leveled up to 20, choose the jewel socket and noticed I could keep going for 4 more points.

lvl 20 character (19 skill points and 4x2 weapon set points allocated)

I reverted the points, so it won't be visible in the char currently.

Never mind, it's just the "planner", my bad.
