[PoE 2 Bug] Shift + Move Command Bug

I am playing Mercenry and having issue with not responding to Skill commands during mid-fight, at first I thought it was just server issue because my ping is stable. I use Space bind to Move command and use Shift to stand and shoot. After 2 acts, I have found the issue.

When Move command is used with Shift, character stopped in the place and got stuck in terms of command. I am Merc, so I can't switch my ammo type or shoot. I can still move and dogde roll. Not sure how to get out of that state but after awhile, I can shoot again and use skill commands.

<How to reproduce>

- Assign `Move only` skill/command to skill bar
- Hold Shift and use that skill
- Now try using other skill or switch ammo.

Definitely a bug. I got same issue with Monk. As soon as I stopped using "Move only" ability, skills stopped being periodically unresponsive and I can play normal again, albeit with click to move.
