mercnary skill use

so i started out as mercenary and the first thing i noticed was, rather than pressing a button to use a skill, i press a button to change my ammo type and then have to use a skill.

is there any way to swap this?
or is this just how the class plays, i dont remember this in poe1, and even in d2:R we can do this
