Can Not Progress To Act 2

After defeating the Count and then going to my hideout, I talked to The Hooded One to progress the questline to gain access to Act 2. Nothing seemed to happen after talking to him. I then used the waypoint to travel to the Clearfell Encampment, a small cutscene played followed by the World Screen pulling up Act 2 Hard (the name has red on it). There was no waypoint available to travel to Act 2 Hard. Act 2 Normal didn't show up as one of the tabs on the World Screen. Only Act 1 Normal and Act 2 Hard are showing up on the World Screen at this point.

Talking to The Hooded One in the Clearfell Encampment or my Hideout did not result in an option to get to Act 2 Normal. Relogging the character did not trigger some kind of state check to put me in Act 2 Normal.


I did find a workaround. I joined a friend's party who was already in Act 2 Normal. I was able to teleport to the Vastiri Outskirts which gave me the waypoint there and progressed the quest state.
