Soul Cores with Wands & Sceptres

Hello,

Now I know PoE 2 DB isn't an official source, but it's the only source we kind of have right now for collective data.

It says on there that Soul Cores affect Martial Weapons. For example the Soul Core of Azcapa gives martial Weapons +15 Spirit.
When you hover over martial weapons it states: "Martial Weapons can be used to attack. Axes, Bows, Claws, Crossbows, Daggers, Flails, Maces, Quarterstaves, Spears and Swords are Martial Weapons".

Now do we know if this also includes Wands & Sceptres? It feels really weird that all Runes & Soul Cores wouldn't affect Staffs, Wands & Sceptres but if they don't then is there any point of Rune Sockets on these items? Can they even get Rune sockets?

I couldn't find any information on this so any sources would be appreciated.
