I can only see two PoE2 packs on PS Store, Lord of Ogham and King of Faridun, not the base tier for $30 (£23.53)

Go to the PoE2 psn store page, click on the "..." and there you'll find the $30 pack.

Don't buy from your console, buy from Sony PlayStation site, the cheapest option is there.
