Will I be able/allowed to bind a Skill to Mouse Wheel up and down?

Greetings;

I have a question about Mouse wheel bindings. I don't want to violate any game rules and/or policies so I'm seeking clarity on this issue. As such, I'll provide an example of how I would use it.

Given:
1. The mouse wheel on the associated Mouse uses an Incremental -click for both Up & down, which is to say, no free wheel spin.

2. One-Increment on the Mouse wheel represents the press and release of a single key on a keyboard to which a skill can be legally bound.

Example.

On the Chronomancer Temporal Rift passively creates After Images and you cast the Temporal Rift spell to return to said image. In my opinion, the best way for me to make sense and use this function flow seamlessly; binding Temporal Rift to <Mousewheel Down> is my approach.

Would the example above be allowed or possible?

Thank you for your time and attention regarding this matter.

Why do you think its not allowed?

You are not allowed to automate (like macros) but when you have to manually press single buttons or turn the wheel for single actions, there shouldnt be a problem at all

i dont think you can bind a skill to mousewheel in poe1. my friend was trying to this a few days ago and could only manage it by repapping her mouse so the wheel pressed a key, which then meant she couldnt scroll in any menus and it drove her mad.
one button = one output

I'd be interested in knowing how you guys bind movement to your wheel.
