POE Pre Download

I feel like this is a question which needs answering as many people are on the edge on what it means, can we download the actual game the actual files prior to the release date/time to prevent having to download it when it launches?

in the ziz interview jonathan said that there wont be a preload. "few days" before, or whatever was in the FAQ
