Atlas and alt characters in poe 2. Shared?

Can't seem to find any info on this via faq or search option here. Was there any discussion on if the atlas will be shared with newly leveled up toons? What about the specialty areas/bosses that give you permanent character boosts? Any link or discussion would be appreciated. Thanks
