Clarification on top-tier supporter packs

Hello.

FAQ says "if you've purchased a top-tier supporter pack in the past or have spent $480 USD or more in lifetime purchases"

So are the 90$ supporter packs considered top-tier ? Or just the 480$ Core supporter packs ?

I'd figure the distinction comes from the top-tier packs in some countries not equating to 480$ after conversion, but me and quite a few people are not sure about this.
