Block migration from Necro Settlers to Settlers league

For the sake of Settlers league economy dont allow to migrate currency from one league to another.

Settlers league was first decent economy since TOTA league.
Affliction was just cringe abyssal spire MF topping everything else and they never fixed a clearly bugged interaction (monsters fire +2 projectiles mod giving you three times more loot? what the fuck was that!!!)

and necropolis was...well, necropolis. They patched abusive interaction after abusive interaction for 2 months but this didn't really help.

Current reboot is meh. Basically just waiting for that divine lantern to pop, where you horizon all your maps into that one and get rich.
