Penance mark can be applied over curse limit

Bug : Penance mark can be applied over curse limit
Steps to reproduce : Have a curse limit of 1, curse an enemy with any curse, then curse with penance mark
Comments : For some reason, if you curse in the opposite fashion, it doesn't let both curses be applied. So penance mark doesn't check for curse limit when applied. I suspect it happens on other marks from affliction league. Should be tested.
