kingsmarch could use better item rewards at the 1m shipment value range

I've found them largely worthless for the most part; I'd think at this stage, where it represents a moderate but real amount of time, the values should be somewhat better, they're not even close to lesser rog crafts, let alone decent rog crafts! There's only a few item types that give anything of value aside from craftin gbases.
