Hideout Intellegence Per Turn gets lowered to 8.

I am using Betrayal Scarab of Intellegence. Therefore, I get %150 more intellence. As seen in picture if I interrogate the leader, I would get 40 intellegence per turn.
However, as seen in picture I got Elreon with 3 stars in interrogation giving me 8 intellegence. He was supposed to give me 40. He was the leader of Transportation before Jorgin. It showed as it would give me 40 in interrogation. When he enters the prison, it became 8.
Elreon was second leader this happened. Both of them had 3 stars, 3 star underlings and are in Transportation.
I use all betrayal scarabs and one breach scarab. I got most of betrayal atlas passives. I did not get couple of betrayal passives related to drops. I run T16 maps.

I experienced same thing with 3-star leader in Intervention. He had 2 star underlings. It looks like interrogation does make 40 intellenge to 8. Does it have max limit of 32 (2^5) and when 40 intellegence comes, it overflows to 8?

Another update: 2-star leader gives 30 Intellegence. There is no problem in that.
