shipments not going out

I will send three ships with small shipments to Riben Fell, and somewhat infrequently one of the boats will not ship. I make sure to set up a shipment, select port, and set sail for all three boats. However, when two boats return and I enter Tujen's shipping interface, the third boat appears to have never been interacted with. Admittedly, this is a small problem, but it has happened probably 10 or so times. That's like 30 scarabs....

Has been reported all league already. No fix yet, possibly won't be unless it somehow goes core.
