Cant level up town

I have all pre-requisites to level up kingsmarch shows 415 verisium ore in red.i have over 500 in mine stockpile removed miners so they wouldn't process

You've got it backwards. Remove all smelters, not all miners.
Miners convert marked ore into regular ore. Smelters convert regular ore into bars. If you have over 500 marked ore, you can't use that for upgrades. You need 415 regular ore. |
