Garb of the Ephemeral Robe does not works as described.
It is described "Gain a divine charge on hit"
I am cycloner and I hit the mobs like a few times per second, yet I rarely see to gain a charge even each second. it is more like a second and something , while I have meanwhile hit like 100 times about the group of 20-ish mobs I have jumped into, and I see no description that it have any kind of time prevention of charge gaining. I mean ya they could add it in the advanced description for sure but its got an internal cooldown of one second.

"Internal" means generally that the specific stat should never see the daylight in the release. The armor + the delay = total junk.
