Occasional huge lag spikes [WinMTR included]

Hi. Every 30 minutes or an hour, I would get a lag spike that would sometimes lead to thousands of ms. I have had this problem for a bout 6 months, first with Spectrum and now with Frontier as well. I have made no modification to my pc hardware for the past 2 years and never experienced this problem before this.
I was originally a HC player and had to quit HC before of this. I from California and was wondering if anyone else had the same problem.
I don't know how to WinMTR so if you can help, I would appreciate it.
