MS Problems only in POE

Hello everyone, first of all sorry for my English XD. It turns out that I am from Argentina and I play on the Sao Paulo servers, for some reason I always have between 140 and 145 permanent MS (I very rarely have 40, which should be normal). I have friends who live literally 2 houses away and they don't have my problem. I only have this problem in POE, in games like Diablo, Lol, Cs I always have between 20 and 50 MS. I hope you can help me. But on other servers I have even more MS, I don't think the problem is the SV, but a configuration issue or something like that.
