Daily connection troubles

Getting latency non-stop raising till disconnection, loosing 5-10 minutes progress at least once per day around 19:30-21:30 CET time.
Kazakhstan, Almaty, using Moscow server.

Not quite sure what exactly happens, but so far facing it three days in a row. Rest of the internet connections are at least "fine", even the slowing case never leads to disconnects, except the PoE.

Not sure, what information should be provided to bring more details.
