Latency issues with EU servers

Every time you make an instance on EU it connects to one of two clusters (confirmed for Frankfurt, London, Amsterdam).

If it's connected to first one, everything is alright.
If it's connected to second one, it's +20-30ms latency and constant lag spikes half of the day.

Why is this even a thing?

Can you make it something like Frankfurt-1 and Frankfurt-2 so you can always play of cluster with good latency?

Current system makes no sense.
