Quality search for results from 0 to 1 only return items with 1

Example search:
https://www.pathofexile.com/trade/search/Settlers/BMbelZ4t8

Logically, searching for items from 0 to 1 quality should include items with 0 quality. As it is now, looking for items ith 0 to 1 only returns items with 1, the same as if you searched from 1 to 1.
I can imagine why it works like this, not ideal though.
