Drawdowns up to 20-30 fps on a good PC rtx3080+5700x3d

fps drops to 20 on a good PC, I tried all the ways, I cleaned the cache, reinstalled the game in sound set false, changed the settings, tried everything, nothing helps, dx11 and vulkan in general are endless freezes

Direct X 11 , works Great for the GTX 1080 TI, and older.
Vulkan , works Decent for RTX 2000 Series Cards

Direct X 12 , works Great for RTX 2000,3000,4000 series.
Although Some Textures are missing , and GGG is aware, but on low priority to fix for a few leagues now.
