PoE2 Early Access

Will the characters be permanent, or will they be wiped at actual release day?

Will Steam be mandatory?
Can you create another separate thread and ask that specific question again because it clutters the topic.
GGG have been pretty clear about wanting the Early Access release to basically be the game, with the remaining changes mostly taking the form of new content that still needs to be added, like the remaining classes (we're not getting all twelve at launch), missing ascendancies (every class will have one A.L., but they won't all have three), and end game mechanics (there will be some A.L., but they'll keep adding to them as the beta progresses).

I don't expect there to be a League active at the start of Early Access, and I'm assuming that full release will be accompanied by PoE2's first League, for which we will all roll new characters. I don't know that they'll need to wipe EA characters as part of that process, though - much like with PoE1, I expect that PoE2 will have a persistent Standard league where all of our old characters will go to gather dust.

The place where I might expect wipes to happen occasionally is during the Early Access/Beta period itself, after major balance changes to the early game which would need to be beta tested. That's pretty disruptive, though, so I expect they'll avoid that if possible... which it should be, if the state of the game is as close to finished as they were aiming for.

Since PoE2 is cross-platform, and Steam makes it easier to manage things like Early Access, I would assume so, yes. They haven't said anything about a separate standalone PC client, and they don't really need one. PoE1 only has one because that's how the game was released originally.
