Chain Hook is not being Exerted by Warcrys. Bug?

So far I've tried several different warcrys, like Intimidating Cry and such but for some reason Chain Hook is never being exerted no matter what warcry is attempted.

With Chain Hook showing as a melee attack skill I figured this would be an exerted attack.

Is this actually working as intended or is this a bug?

I actually figured out the issue.

I have multistrike support on my chain hook so that is turning off the ability for it to be exerted.
