Crafted prefix increased chance to block not working on shields

The crafted prefix Increased chance to block is not working on shields. When i craft it and increase my block from 23 on the shield to 34 it doesn't show in the ingame tool tip (defense part of the character window) or even on path of building. Is this intended or is it a bug? Seems stupid you would have a craft that actually does nothing.

As you can see on the pictures it's not adding any block rating to increase my spell block.

Determined Survivor overrides chance to block on shield.
