Rerolling recruits with high quality one

Occurance of rank 9-10 mappers are very low. Maybe one out of like 20 rolls or something. I don't know why this is good for the game. I have seen multiple rank 9-10 from other jobs probably 10 times more.

Even if this gets realised and buffed by then I will be 40/40 so does not really matter I guess but here is my opinion.

To be fair each high quality reroll (cost 22k gold) should contain at least one rank 9 from every jobs.

Why I think rank 9-10 mappers need to be more common is this:

If you have a rank 8 farmer and not a rank 10 then it will only produce sligly lower amount of crops... no big deal or produce bars slower in case of smelters for example.
Rank 9-10 mappers are needed for 100% complete t16-17 maps. Rank 8 just won't cut it. They are for t10 maps.
