Temple of Atzoatl level 1

Hi, I've noticed a strange thing, Alva temple level 1. The person I bought it from claims to do t13-t15 maps. Even if those tiers aren't correct, how do you get a temple level 1 ? I thought you only encounter alva near the end of campaign and further.

when temple is lvl 1. all chest and almost all loot room chest are empty. because item lvl 3 is the common item drops. so all white or blue. tier 3 gem chest open they are all EMPTY.

They're temples generated from the Incursion Scarab of Timelines. The scarab has been bugged since it was put in the game, more than 6 months ago.
