Rune Characterer Effect.

I'd like to make a suggestion about the effect mentioned in the title.

Have it possible to choose the level that the effect presents after level 100 or after the league ends.
According to the item description itself, the runes accumulate according to the amount of experience, so a level 100 char should stay at the maximum all the time with no option to change... so having this possibility would be nice.
