Expand the controller keybinding hotbar with new sets of pages

Currently controller players are limited to 3 menus with 4 abilities each. This is not enough to comfortably allow for all core skills to be mapped. Unfortunately LT+RT cannot be used as it is reserved for league mechanic skills as discussed in this thread.

However there are more options available to address this. Currently the gear set swapping key combination is Right Trigger + Right Stick. Switching to the second gear set also swaps out all of the keybinding pages to a new set. We can use this exact same mechanism to provide additional page swaps for the same gear set with LT + RS/LS. If both right stick and left stick would be bound then that provides 6x4 additional ability slots to controller/console players.

The amount of page-sets could also be essentially unlimited by implementing the solution as a paginated left/right selector. LT+LS moves one page-set to the left and LT+RS moves one page-set to the right. Indicated by little dots underneath the hotbar like so: oxoo.

This would allow people to set up one-time buffs and infrequent skills on different pages and then swap back to their main combat hotbar.
