"Improved Reroll" is Greyed Out with no tooltip explanation nor functionality explanation

I just levelled my town to 11. A perk for this is supposed to be an Improved Reroll. As the topic says, it's greyed out with no tooltip, and there's no explanation anywhere that I can tell for what and how to use this.

Add a tooltip for the greyed out "Improved Reroll".

For the longest time I never did find out how this thing worked, because I keep my Treasury very minimal, only putting in exactly what I calculated that I need.

Only by pure fluke did I eventually both have a large sum in my Treasury, and happen to look at the recruitment at the same time.

So yeah, this definitely needs a tooltip, as some player types would simply never find out.
