Steam on macOS stuck in startup loop. Standalone installer on macOS bombs.

Launching the game using Steam gets stuck in a loop, Steam displays a popup saying

"

Launch Game with custom arguments: Path of Exile is attempting to launch with optional parameters shown below. '--steam' If you did not request this launch or do not understand these options, select Cancel.

If I select Continue, the game exits and Steam restarts it. The same popup appears, but now the optional parameters are doubled, i.e. '--steam' '--steam'. Selecting continue leads to another restart with the optional parameters tripled, etc.

I've seen older reports with similar symptoms on Windows, with a suggested fix to disable running the game as administrator. I don't really have that option on macOS, but I wouldn't be surprised if permissions are an issue, especially in the beta macOS, which seems to have tightened up permissions for some operations.

OK, so let's try this without Steam, maybe? I downloaded the official PathOfExile-installer.dmg and run its Path of Exile.app. It starts downloading something with a size of 40.8 MB, and immediately after completing the download it exits with a system popup:

"

"Path of Exile.app" is damaged and can't be opened. You should move it to the Trash."

<sigh>

That's when I uninstalled POE from Stream. Never was able to play.

Also on macOS 15.0 Beta (24A5309e). I have the exact same issue as of today.
