Sound Effects only cutting in an out

Been playing the entire league an this just started last night. Music continues to play, but any skill sound effects cut out at random for 5-10 seconds at a time and then cut back in. Tried adjusting the levels, restarting the game etc... nothing fixes it.

I want to add that I di a little testing and it is ALL sound except music that cuts out. So loot filter sounds, death sounds, ambient, etc... all stop working.
