High latency problem on singapore server

I used the WinMTR that was linked and I got these results:

on the FAQ section I saw these:

"I have a fast connection, with great upstream and downstream bandwidth. Shouldn't I be free from lag?"
"I don't experience any lag in other games, only Path of Exile. Why is this?"
"Speedtest.net shows no packet loss. Shouldn't this indicate I am problem free?"

And while I understand that it varies, I'm looking for a fix.
I tried contacting support through email and was redirected here due to limited staff resource.
