Cartographer's Strongbox not dropping additional currency with "Drops additional map currency" mod

Just opened a Cartographer's Strongbox with the "Drops 3 additional map currency" mod, but the box only dropped 2 Maps (I checked by holding alt). It was a tier 16 Toxic Sewer map.

Horizon orbs, harbinger orbs, and chisels are Map Currency. Maps are not.

That is the point - even though it had the mod it did not drop horizons, harbingers or chisels. I had it happening again a few maps later - a Cartographer's Strongbox with "Drops 7 additional map currency" did not drop any additional map currency.
