Not assigned smelters still work?

I still need to upgrade my town recruitment and need verisium ore for that. Therefore I've not assigned a smelter for verisium, yet it is being smelted. This occurs especially after being offline for hours. No smelters assigned, I log in and I have 0 ore and all was being smelted to bars.

Please fix. If there is no worker, there should be no work being done.

alrighty.. I'm too dumb to read. I'm acknowledging this.
But GGG also hasn't played a simulation, city-building game in their life too, if that is the design choice.
Assigning a worker to do a specific task in a game, this worker will ONLY do this and not be like "Owh.. there's still money in the cityhall? then I'll overtake the not-assigned work and grab as much money as i can".
this is maybe a good choice for idiots being idiots, but a bad design choice for a simulation feature.
