Laggy Game

Greetings Exiles!

I am having issues just playing the game. Idling in hideout will have be between 10-20fps when trying to change around all graphics setting between lowest and highest. Dx11/12 and Vulkan tested as well.

PC Specs:
GPU - 4070TI Super
CPU - AMD 7950X3D
RAM DDR5 6000MHZ 32GBx2 - XMOS Enabled for RAM
Motherboard - X670E Aorus Pro X

All other games run smooth as butter.

I see VRAM at 1.5GB and its looking like just over the halfway mark which doesnt make sense since my GPU has plenty to spare. Shader bar also loves going up and down.
