Slow Loading Screens - cache related?

For several leagues now loading screens will take quite some time to load, upwards of 30seconds and sometimes minutes. Prior to this issue I would load fairly fast 3-10seconds at most. I have a SSD Samsung EVO 850. I read somewhere that potentially a folder directory related to cache could be stored on my secondary drive HDD somewhere and that I should change it to my main SSD. I can not see to find this option in the config file. Any recommendations?

You should do a read test to check your disk using HD Tune Pro. Select the disk above then click Benchmark and Start. It will show how your disk is performing, if it reads at the correct rate in all sectors from the disk. On the graph, at left is the read rate, above are the sectors (in GB).

If your disk have moderated falls of read rates you can try to defrag him. But be warned: If the graph shows some big dips, your SSD is damaged and needs to be replaced

Also, if this turns out to be a drive performance issue Samsung Magician Software would be recommended to verify + update the firmware.
