"30% increased Effect of Cruelty" Mastery Doesn't Work

This mastery seems to not increase the base 40% effect that Cruelty has.
  I also checked my bleed DPS on Lacerate before and after applying the mastery and the numbers did not change at all while Cruelty was active. Reference #79,209,864 Avid door opening enjoyer. Last bumped on Jul 28, 2024, 11:18:56 PM

Cruelty has a maximum effect of 40% more Damage over Time. Increased effect of Cruelty makes it easier to hit that limit but does not increase the limit.
