3.25 Ambush cooldown bugged

Problem Description:
I am using the Ambush skill to exert my Sunder. When I use Ambush, my next attack is exerted with Sunder. However, after that, Ambush does not go into cooldown.

According to the skill description, Ambush should have a 5-second cooldown. However, in actual use, I can cast Ambush multiple times in succession, but each cast has no effect and only consumes my mana. I neither blink to the target nor gain an exerted attack count, and I do not receive the Ambush buff.

Expected Behavior:
The Ambush skill should go into cooldown immediately after being cast, provide the buff, and exert the next attack.

Actual Behavior:
The Ambush skill does not go into cooldown after being cast, causing my mana to be consumed without effect. I do not blink, gain exerted attack count, or receive the Ambush buff.

Confirmed, ambush doesn't go on cooldown and second wind gives ambush 2 charges which are never expended.

Ok, i just thought i was dumb and didnt know how it worked and have been re-reading the gem everyday to try understand how im supposed to know i can use it to exert vs just swing.
