Ping Spikes

I have constant ping spikes. Normally i have around 60-70 ping on amsterdam or milan servers and i didn't have this problem. However, i am currently stuck in first town. My ping is between 65 and 300 in matter of seconds. I have a good laptop : 16 GB ram, gtx 3060 graphics card. i7 processor. My internet is not bad at all. When i speed test my ms is 15 and i have 100mbps download and 20mbps upload speed. I tried couple of videos with the settings but nothing seems to change. What should i do?
