with the quality change to items, will we be able to get 30% qual heist bases from heist curios?

title ^ wiht quality above 20% now being drop only im wondering if we can expect to see 30% quality heist bases or if that wont be possible in 3.25.

I asked this same thing but for all sources of unchancable uniques / non-drop bases 5 minutes ago.
Hope they have thought of these and finding quality ones is possible and reasonably common given you now have to roll the chance to roll quality AND you roll from 1%-30%.
