Quality on unchancable unique items. 21%+ (Questions for GGG)

Has the chance to drop with quality been changed at all?

Do vendor recipe unique items keep the quality of the items used to make them?
(Does a 30% Soul taker and 30% Heartbreaker equal a 30% Kingmaker?)

With the removal of the ability to boost quality of items and armour past 20% after-the-fact, have you (GGG) gone through all sources of unchancable unique items to make sure that those sources can drop items with quality?

Boss only drops (I think should be obvious but there are some obscure ones like the Sacrificial Garb (not even a unique) from Atziri)
Div cards?

Betrayal
Labyrinth
Abyss
Heist (Shattershard deals damage based on quality)

Harbinger (Are 21%+ quality Harbinger unique weapons and armour impossible now because you can't quality the pieces?)
