T17 Mod "reduces action speed each time a skill is used" bypasses trickster ascendency

Like stated in the title, the T17 Mod "Players have 4% reduced action speed for each time they've used a skill recently" bypasses the trickster ascendency node "One Step Ahead" which usually sets the players action speed to a minimum of 108% of base value.
