Unable to bury a corpse

I am not getting the bury a corpse option in the necropolis. I still have the "Bury a corpse in Necropolis" quest, and when i go to a corpse, it is just giving me 2 options, cremate or itemze. I removed all corpses, and tried just one or two, and still am not getting anywhere. file:///C:/Users/Owner/Documents/ss%20nec.pdf
