Rage vortex of Berserking and Multistrike Third repeat damage bonus

I wanted to know if the third repeat of Multi-strike applies to the storm created by rage vortex of Berserking at all times. I am asking this so I can get optimal damage numbers when deciding between a war cry and Multi-strike since I can't use both at the same time.
