Veiled orb bug

Veiled orb did not respect meta mod.
There are 2 mods without "attack" tag: +1 lvl and crafted meta mod.  Applied veiled orb and it removed mod with attack tag, which it should not have done:  Last bumped on Apr 9, 2024, 2:52:27 AM

This respects "cannot change suffix/prefix" but not "cannot roll attack/caster"

Not a bug, this is identical to how Aisling functioned.
