High latency problem on Japan server

Greetings exiles!

I don't know what's the problem, but on my login screen latency is 28ms, in the town latency is 28ms, but after that - any maps/hideout = 245-370ms

Btw, Singapore login screen latency is 90ms, town/hideout - 362ms, but maps.. 90ms. WTF???

It doesn't look like an ISP problem, right?
So help me to fix it, please!

Here is my WinMRT, if it helps in any way (Just used the host - 161.202.101.39, is that right? Found it as a Japanese ip server)
