Nameless seer won't appear

I am playing through the campaign and got the nameless seer in Oriath Square, act 5. I cleared the map and he did not appear.

I am pretty sure I didn't miss him, I searched the map twice in a grid pattern looking. I have gotten him twice before so I know what I am looking for.

What I did find was that /remaining said 8, and i could find exactly 8 of the allied Karui Rebel NPCs. Maybe they are counted as monsters and stop the seer from appearing?

Had the exact same thing happen to me, I searched the map 3 times before realizing that the hideout section is technically the same zone despite /remaining not counting the enemies down there...
Killed the last pack in it and he spawned normally.
