Vendor recipe for Glassblower's Bauble bugged?

According to known vendor recipe for Glassblower's Bauble it should be possible to get 1x Glassblower's Bauble by selling 8x Blacksmith's Whetstones.

On poewiki.net it is stated (https://www.poewiki.net/wiki/Glassblower%27s_Bauble):
"Glassblower's Baubles are an uncommon item that can be obtained from slain enemies or purchased from some vendors. Hargan or Weylam will sell a Glassblower's Bauble in exchange for 8 Blacksmith's Whetstones."

I tried Hargan as well as all other vendors which are avaible (currently I am in Act IV). But always with the same result. For selling 8x Blacksmith's Whetstones I will get 32x Scroll of Wisdom.

Is the vendor recipe bugged or outdated?

One can sell any normal (not magic or unique) flask with 20% quality to any vendor for a Glassblower's Bauble.

One can sell any number of flasks whose total quality is at least 40% to any vendor for a Glassblower's Bauble.

check the inventory of vendor NPC......This is not a vendor recipe, this is vendor stock..
